The educational communication is linked to recruitment and asset transfers. Written and oral first contact have different delivery mechanics.

What the primary record establishes

FINRA Rule 2273 requires the prescribed educational communication when a newly associated representative’s former customer is individually contacted to transfer assets, or transfers without that contact to the representative’s assigned account. FINRA Rule 2273 ↗

At written first contact it accompanies the communication; electronic contact may link directly to it. After oral contact, it must be sent within three business days or with earlier transfer documentation, whichever comes first. FINRA Rule 2273 ↗

What the distinction changes

The delivery requirement applies for three months after the representative joins the firm. The rule also defines former customers and provides specific exceptions. FINRA Rule 2273 ↗

This is therefore not a generic statement that every account transfer has the same three-day notice clock. The recruitment relationship and type of contact are relevant triggers.

What to check before drawing a conclusion

A review should connect the joining date, former-customer status, contact channel and delivery evidence. A sales script alone does not show that the educational material was sent.

The existing rule helps make transfer considerations visible before a customer follows a person to a new institution. That communication does not independently establish that moving the assets is suitable or cost-free.
