The rule specifies written information, contact details and delivery timing. A familiar protection logo does not demonstrate that the required notice reached a customer.

What the primary record establishes

FINRA Rule 2266 generally requires covered members to tell new customers in writing at account opening that SIPC information, including its brochure, is available by contacting SIPC. They must provide its website and telephone number. FINRA Rule 2266 ↗

The same information must reach customers in writing at least annually. Where introducing and clearing firms service an account, the rule allows allocation of these requirements to one firm. FINRA Rule 2266 ↗

What the distinction changes

That allocation can prevent duplicate administration, but it needs a clear operational owner. Two organizations each assuming the other sent the notice leaves a delivery gap.

The communication requirement and the scope of protection are separate questions. Receiving a notice is not an independent promise that every asset or loss is protected.

What to check before drawing a conclusion

The rule states exclusions, including certain nonmembers and firms dealing exclusively in ineligible investments. A process should check applicability before applying a universal template.

This existing obligation is best reviewed through current content, delivery timing and retained evidence. A website badge or an internal policy title alone cannot establish completion of a customer-specific communication process.
