An account’s adviser name is not a complete record of who should receive issuer material or exercise the defined proxy role.

What the primary record establishes

Rule 2251 requires a signed written designation naming the adviser and addressed to the member. The member verifies the qualifying adviser relationship and keeps supporting records. FINRA Rule 2251 — Proxy and Issuer-Related Materials ↗

The beneficial owner may rescind the designation in writing. The full rule defines its scope and conditions. FINRA Rule 2251 — Proxy and Issuer-Related Materials ↗

What the distinction changes

WFN interpretation: a contact entry and a documented routing instruction answer different questions. An adviser’s name copied from a CRM field does not show what the customer authorised for issuer-related material.

A useful workflow links the designation, applicable account, adviser and subsequent changes. It should be possible to explain which instruction governed a delivery at a particular point in time.

What to check before drawing a conclusion

When a designation is rescinded, compare the recorded instruction with the operational recipient list. Saving the request without updating the delivery route can leave the system acting on an earlier state.

Keep documentary routing authority separate from assumptions about ownership or other account powers. This article describes one process under an existing FINRA rule; the full text and actual relationship govern any specific forwarding or voting arrangement.
