When only part of a callable holding is redeemed, the broker’s process determines how that redemption is distributed among customers.

What the primary record establishes

Rule 4340 requires fair, impartial partial-call allocation procedures available on the firm’s website. It permits an impartial lottery, pro-rata allocation or another fair method. FINRA Rule 4340 — Callable Securities ↗

The rule separately addresses firm and associated-person positions in favourable and unfavourable calls. Those conditions belong in the complete review. FINRA Rule 4340 — Callable Securities ↗

What the distinction changes

WFN interpretation: an issuer’s redemption notice establishes the event, while a customer allocation explains who actually receives the consequences. They are distinct stages of the operational record.

A lottery and a pro-rata method can distribute a small partial redemption differently. A fair process should therefore be assessed against the disclosed method, rather than against an assumption that every account must show an identical percentage.

What to check before drawing a conclusion

Preserve the eligible position snapshot, method version and resulting allocation. These records let a reviewer reproduce the decision path without reconstructing the population from balances after redemption.

Read the full applicability and insider-position provisions before evaluating a particular allocation. This article concerns distribution of a partial call and should not be confused with a promise about a bond’s future income or a finding that any observed allocation was improper.
