SEC examination priorities, Nasdaq results and the SEC–AMF memorandum were distinct records with different implications.

What the primary record establishes

On 23 October the SEC published its 2027 examination agenda, covering financial, operational, security and tokenization risks. The non-exhaustive priorities are not individual approval of a brokerage. SEC — 2027 Examination Priorities, 23 October 2026 ↗

Nasdaq’s 22 October release reported quarterly net revenue of USD1.481 billion and ARR of USD3.365 billion. The first is a quarterly flow; the second is an annualized recurring-revenue measure. Nasdaq — Q3 2026 results, 22 October 2026 ↗

What the distinction changes

On 20 October the SEC and AMF announced a supervisory cooperation memorandum concerning investment advisers and investment-service providers. Resumption of the processing described in the announcement does not mean automatic registration. SEC–AMF supervisory MOU, 20 October 2026 ↗

These records should be read separately: one guides examinations, one describes a company’s results, and one organizes regulatory cooperation. None guarantees the financial condition of all brokers.

What to check before drawing a conclusion

The accompanying explainers examine existing FINRA authorization, gift and telemarketing rules. Their dates remain visible, including March’s effective date for the amended gifts limit; they are not all new developments this week.

Next review should track subsequent actions, financial reconciliations and registration decisions. This record of 19–23 October organizes evidence without turning announcements into compliance guarantees or a recommendation to buy shares.
