Headline inflation and the measure excluding fresh food both reached 2.1% year on year. Excluding fresh food and energy produced a different reading: 2.4%.

What the primary record establishes

Japan’s Statistics Bureau released national September 2026 CPI on 23 October. The all-items index was 102.2 on a 2025=100 basis, up 2.1% from a year earlier. The index excluding fresh food was 102.3, also up 2.1%. Statistics Bureau of Japan — National CPI, September 2026 ↗

The measure excluding fresh food and energy stood at 102.8 and rose 2.4% year on year. The source names the exclusions explicitly; the two narrower measures do not describe identical baskets. Statistics Bureau of Japan — National CPI release tables ↗

What the distinction changes

A label such as “core” can conceal this distinction in an international comparison. Excluding fresh food leaves a different set of items from excluding every food item and energy. The exclusion rule should travel with the rate.

The index level and annual change also answer separate questions. A level of 102.2 is relative to the 2025 reference base; the 2.1% rate compares September with September of the previous year.

What to check before drawing a conclusion

WFN recommends matching basket, geography, base and comparison period before putting inflation readings on one chart. Equal annual rates do not establish that the underlying price components moved in the same way.

This release documents consumer prices. Drawing a Bank of Japan policy conclusion requires additional evidence about the bank’s assessment and decision process; the CPI figures alone do not establish a future rate decision or yen move.
