What the primary record establishes

The US Treasury’s TIC data track cross-border securities positions and flows. A security held through a custodian in a third country may be attributed there when reporting does not identify the ultimate owner. Positions and transactions also use their own reporting conventions. US Treasury TIC holdings methodology ↗

What the distinction changes

Suppose an investor moves a $100 million face-value Treasury portfolio between custodians. The geography in the tables may change without a sale or a currency conversion. Price movements can also affect some position series.

What to check before drawing a conclusion

A fall in recorded holdings attributed to one country supports a narrower claim than a sale by that country’s central bank. Compare holdings with transaction figures and check the valuation rules. Even a confirmed sale leaves open whether the proceeds stayed in dollars.
